Odds stacked against libraries as cities feel pinch
This makes me feel sad--the Troy Library is a really great and beautiful facility, right down the street from my old house (in my Grad school days). An important thing which the article mentioned is how the other libraries surrounding Troy are forcing Troy patrons to pay for membership to their services, while it's sad, it also feels like a necessary course of action so that the message is sent: if you want theses services, they come at a cost.

The thing that bothers me is that Troy is not a poor city like Detroit, I just find it hard to believe that the taxpayers refused to pass the millage!
